One connected CHILD system
The response does not end when advice is given.
Follow-up asks whether the child or caregiver is safer, more comfortable and able to access support. Outcomes, gaps and questions can then strengthen Learning that stays alive.
The system exists to return a better response to real situations—not to turn children and families into data sources.

Local-first is not local-only. Urgent danger, safeguarding concerns and needs beyond local capacity must escalate immediately. Children and caregivers remain rights-holders—not sources of data for the system.
